The existence of laws about cars, houses, or guns prove that these things exist, and exist in the quantity needed to produce the type of laws we see on our books. If an alien from outer space were to visit this Earth many eons from now, and wanted to find out how we humans moved about our cities, for example, he would have to look no further than the laws in our records to know that we operated a machine we called autos. He would further be able to ascertain much technical data about the auto from the laws in our records just by studying the regulations governing their use.

To put this principle in another way, the very existence of laws about autos proves that autos exist, and exist in enough quantity to prove to be a huge problem without the laws that regulate them.

The existence of the recorded law regulating automobiles proves the existence of the automobile to anyone who has never seen one in his life!

Of course, the same could be said for anything in our society, both technical and non-technical.

Since this is true, you can imagine our surprise and shock when we discovered that a United Nations Treaty exists which pledges all member states to refrain from using Weather Control as a lethal weapon upon other states!

The existence of this recorded law — this U.N. Treaty — proves the existence of the reality of Weather Warfare! But does this also confirm that SCALAR WEAPONRY also exists, using Advanced Tesla Technology? Some say no, it does not. Notice that the date of this cover letter was 27 October 1978, which means that this treaty was in effect at the time this certified true copy was mailed. The name of the treaty is “CONVENTION ON THE PROHIBITION OF MILITARY OR ANY OTHER HOSTILE USE OF ENVIRONMENTAL MODIFICATION TECHNIQUES APPROVED BY THE GENERAL ASSEMBLY OF THE UNITED NATIONS ON 10 DECEMBER 1976”.

This title alone tells us conclusively that scientists of at least several nations who have a history of being hostile to one another now possess scientific knowledge that can control damaging weather to the point of being able to use such weather as hostile, destructive weapons. Exactly which countries possess this damaging capability is not clear; however, we know that, in this 20th Century, Western Capitalism has been nose-to-nose with Eastern Russian Communism. Therefore, we can only conclude that both Russia and America possess this technology. Also, Russia is believed to have developed and installed the first set of TESLA ARRAYS in the as early as the 1960’s. The great drought in the United States in the early to mid 1970’s was suspected to have been induced by Russia using these Tesla Arrays. I assume everyone reading this knows of HAARP. Less known is that HAARP is only one of several such facilities — and not the most powerful one either. There are others, here are five:

1) Mu Radar – 1 megawatt facility in Japan (34°51’14.80″N 136° 6’19.45″E).

2) Arecibo Observatory – 2 megawatt facility in Puerto Rico (18°20’38.97″N 66°45’9.77″W).

3) HIPAS – 70 megawatt facility east of Fairbanks, Alaska (64°52’21.18″N 146°50’18.78″W).

4) Sura – 190 megawatt facility in central Russia (56° 7’10.32″N 46° 2’4.41″E).

5) EISCAT – 1 gigawatt facility in Tromsø, Northern Norway (69°35’1.06″N 19°12’57.11″E).

By comparison, HAARP (near Gakona, Alaska – 62°23’33.73″N 145° 9’2.61″W) is claimed to be a mere 3.6 megawatt facility — and that’s after being upgraded in 2006. It has 278 times less maximum power than the ionospheric heater in Norway.

Nevertheless, HAARP is far from useless. According to the DARPA:

Key to the current effort was the expansion of the experimental research facility that includes a 3.6 MW high-frequency transmitter and a variety of diagnostic instruments, to conduct investigations to characterize the physical processes that can be initiated and controlled in the ionosphere and space, via interactions with high power radio waves. Among these were: (1) the generation of extremely low frequency/very low frequency radio waves for submarine and other subsurface communication, and the reduction of charged particle populations in the radiation belts to ensure safe spacecraft systems operations; (2) the control of electron density gradients and the refractive properties in selected regions of the ionosphere to create radio wave propagation channels; and (3) the generation of optical and infrared emissions in space to calibrate space sensors.

A study completed by an Air Force/Navy Panel also pointed to additional high-value functions that can potentially be accomplished with the a 3.6 MW capability, in particular, the exploration and refinement of scientific principles that could lead to the development and deployment of a system to provide protection for spacebased assets from emergent asymmetric threats. There is an interesting anecdotal account by Dan Eden of HAARP being used for surreptitious purposes. Furthermore, he claimed that there was a second, secret, more powerful installation in Alaska. Now in 2008, a decade later, the existence of that facility is no longer secret and its name is HIPAS, which is indeed almost twenty times as powerful as HAARP.

Physics of HAARP

What makes these ionospheric heaters so useful is that they consist of phased arrays. A phased array is a grid of antennas whose phases (timing) and amplitudes are individually adjustable. This means a great variety of different combinations can be tried out, synthesizing new and complex total wave forms. Phasing allows the output to be pointed in different directions without having to move the antennas themselves.

For anyone familiar with the works of Tom Bearden, phased arrays also allow for partial phase conjugation or canceling of the emitted electromagnetic waves. When EM waves have either (or both) of their electric and magnetic components cancelled, the contained energy takes the form of a longitudinal / potential / scalar / gravitational / temporal wave instead.

Ionospheric heaters can also “control electron density gradients and the refractive properties in selected regions of the ionosphere” meaning it can modulate ionospheric electron density. That is another powerful method of generating longitudinal waves, using the sky itself as a giant longitudinal antenna.

And so phased arrays can be used to generate an entirely different type of radiation, one that cannot be detected with standard EM-measuring instruments. Depending on their frequency and type, these waves can theoretically affect human emotion and biology, influence the weather, alter tectonic dynamics, and even manipulate our surrounding hyper-dimensional environment to allow for controlled invisibility and interdimensional maneuvering of military personnel and vehicles. In essence, everything that regular electromagnetic waves cannot really do.

This much I find plausible, that HAARP-like technologies are active on a level superseding those of regular electromagnetism, and that this is what HAARP and its sister facilities are really being used for. It is nothing the public knows about or can comprehend because this technology uses an expanded kind of physics of which only a small and sterilized subset comprises mainstream college textbooks. But it can be figured out if you have a physics background and study the implications and applications of force-free potential fields.

Weather Manipulation

Now let’s look at some potential correlations between notable weather events and when HAARP was active. Its activity can be read from the waterfall chart published on the HAARP website. According to the site:

This chart is a waterfall plot of the readings taken by the Spectrum Monitor for the last 36 hours. The vertical axis is the frequency, ranging from 1 – 30 Mhz and the horizontal axis is the UTC time. Spectrum samples are taken every few minutes. The color indicates intensity of received signal at each frequency, ranging from deep blue for the weakest signals to red, yellow and white for the strongest signals.

HAARP activity is indicated by sharply defined patterns on the waterfall chart, like the slots on a piano roll or stripes on a spectrograph. There is also background noise in the charts, but those are more diffuse. What matters is the sharp patterns, their presence, sequence, when they start and stop.

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an “ionospheric heater”. (The ionosphere is the electrically-charged sphere surrounding Earth’s upper atmosphere. It ranges between about 40- to 600 miles above Earth’s surface.)

Put simply, the apparatus for HAARP is a reversal of a radio telescope; antennas send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything — living and dead.
HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly — HAARP aims to learn how to “exploit the ionosphere for Department of Defense purposes”. Communicating with submarines is only one of those purposes.

Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico; Tromso, Norway and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities.
“…at the highest HF powers available in the West, the instabilities commonly studied are approaching their maximum RF energy dissipative capability, beyond which the plasma processes will ‘runaway’ until the next limiting factor is reached.”
If the military, in cooperation with the University of Alaska Fairbanks, can show that this new ground-based “Star Wars” technology is sound, they both win. The military has a relatively-inexpensive defense shield and the University can brag about the most dramatic geophysical manipulation since atmospheric explosions of nuclear bombs. After successful testing, they would have the military megaprojects of the future and huge markets for Alaska’s North Slope natural gas.

Looking at the other patents which built on the work of a Texas’ physicist named Bernard Eastlund, it becomes clearer how the military intends to use the HAARP transmitter. It also makes governmental denials less believable. The military knows how it intends to use this technology, and has made it clear in their documents. The military has deliberately misled the public, through sophisticated word games, deceit and outright disinformation.
The military says the HAARP system could:

1) Give the military a tool to replace the electromagnetic pulse effect of atmospheric thermonuclear devices (still considered a viable option by the military through at least 1986).

2) Replace the huge Extremely Low Frequency (ELF) submarine communication system operating in Michigan and Wisconsin with a new and more compact technology.

3) Be used to replace the over-the-horizon radar system that was once planned for the current location of HAARP, with a more flexible and accurate system.

4) Provide a way to wipe out communications over an extremely large area, while keeping the military’s own communications systems working.

5) Provide a wide area earth-penetrating tomography which, if combined with the computing abilities of EMASS and Cray computers, would make it possible to verify many parts of nuclear nonproliferation and peace agreements.

6) Be a tool for geophysical probing to find oil, gas and mineral deposits over a large area.

7) Be used to detect incoming low-level planes and cruise missiles, making other technologies obsolete.

The above abilities seem like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless use of these power levels in our natural shield – the ionosphere – could be cataclysmic according to some scientists.

Two Alaskans put it bluntly. A founder of the NO HAARP movement, Clare Zickuhr, says “The military is going to give the ionosphere a big kick and see what happens.”

The military failed to tell the public that they do not know what exactly will happen, but a Penn State science article brags about that uncertainty. Macho science? The HAARP project uses the largest energy levels yet played with by what Begich and Manning call “the big boys with their new toys”. It is an experiment on the sky, and experiments are done to find out something not already known. Independent scientists told Begich and Manning that a HAARP-type “skybuster” with its unforeseen effects could be an act of global vandalism.

WEATHER WARFARE, EARTHQUAKES, AND CHEM-TRAILS: Nuclear Engineer and Scalar Energy Theorist Lt. Col Thomas E. Bearden (retd.) Speaks Out!

Lieutenant Colonel (U.S. Army, Retired) Tom Bearden is a leading conceptualist in alternate energy technology, mind/matter interaction, EM bioeffects, paranormal phenomena, parapsychology, psychotronics, Tesla technology, and unified field theory concepts. This 1985 video shows Col. Bearden revealing Quantum science discoveries that are now implemented as weapons of weather modification.

In this same video, Bearden shows 1984 photos of what appear to be “chemtrails” before the term was even coined.

He also discusses the “Woodpecker Effect,” an audible signal that some people hear when certain kinds of Electromagnetic activity are being produced (e.g., from a HAARP / EISCAT type facility) – these are described most often by those who hear them as distinct “tapping” sounds that resemble Morse Code transmissions.

And yes, he even discusses the reality that earthquake production is possible via the generation of certain types of Electromagnetic Activity.

Last but not least: Bearden reveals a documented, 1985 “cold explosion” that looked like a nuclear event, complete with mushroom cloud AND in the same region as this year’s 9.0 Earthquake and Tsunami offshore of Fukushima.

Bearden is confident that the Russians were testing interferometry beam weapons at the time of the “cold explosion.”

There are a growing number of people who are convinced that Weather Warfare is a reality. This conviction is affirmed once one understands just how many HAARP / EISCAT-type facilities and adjunct facilities are believed to be installed around the world.

I encourage you to watch this video in its entirety before it, like most other online videos of Col. Bearden speaking, is removed and/or disabled under mysterious circumstances. And here’s another thing to consider: Be prepared to hear from “mainstream” scientists and physicists that Tom Bearden is a quack. However, one needs to understand that Zero Point energy is almost an established fact–it must be there for things like Field Effect Transistors to work. But existence is not the same thing as ‘tapping into…’ – So for me, the “Conspiracy Theory” aspect of all this is that perhaps some countries (or shadowy government) ARE now able to tap into this energy field. Of course, they will keep this a secret, and then use it to their advantage. No different than when countries were rushing to build or acquire an atom bomb. Everybody wants to be the first. And once one country has it, the others will feel they need it / must have it too. Keeping it secret is part of the advantage. For some of us, Scalar Weaponry is the new atom bomb. Others are free to scoff and disagree. Again, one must be open to ideas postulated in Modern Physics that allow for intra and extra-dimensional realities. And the average “Empiricist” is not going to go along with that sort of thing at all.
